Head, Legal Department, ICRC

Ioanna Voudouri is the head of the Legal Department for the ICRC in the Philippines since May 2025. She joined the ICRC in 2013 in the Legal Division at the ICRC’s Headquarters in Geneva, Switzerland. Since then, she worked as a Field and Protection delegate in South Sudan, Nigeria and Iraq between 2015 and 2019. She then became the deputy head for the Protection department in Iraq in 2019 and the head of the Protection department in Myanmar in 2022. Ioanna also headed the Legal department for the ICRC in Afghanistan from 2019 to 2022. She has published in the field of IHL on civilian status in hostilities and understanding reciprocity during armed conflict.

Prior to joining the ICRC, Ioanna worked in the field of refugee protection in Greece and Switzerland, both with UNHCR and Greek NGOs. She also practiced as an attorney with a private law firm.

She is a Greek national and a lawyer, admitted to practice law at the Athens Bar Association. She studied Law at the Law Faculty of the National and Kapodistrian University of Athens (LL.B.) having spent a semester studying at Utrecht University. She has an LL.M from the Geneva Academy of International Humanitarian Law and Human Rights. She speaks Greek, English, Spanish, French, German and Russian.
