On March 7, 2023, the Asia-Pacific Journal of International Humanitarian Law (APJIHL) held its Fifth Annual Board of Experts Meeting at the Hong Kong Red Cross Headquarters in Hong Kong. APJIHL Project Director and Associate Editor Atty. Joan Paula Deveraturda (UP IILS) facilitated the Annual Meeting.
Ms. Kelisiana Thynne, Member of the Board of Experts and Head of Legal Department of the International Committee of the Red Cross (ICRC), moderated the first session of the meeting concerning the current status of the Journal. During this session, Atty. Joan Paula Deveraturda shared her insights on the reception and engagement of the Journal across its three published editions and the upcoming 2023 Edition.
Ms. Sahar Haroon, Managing Editor of the APJIHL and Regional Legal Adviser for ICRC, headed the second session on the outreach of the Journal in the Asia-Pacific region. Members of the Board of Experts expressed their interest in conducting different events and activities to further bolster the appreciation of the Journal and international humanitarian law in the region.
Prof. Rommel J. Casis, Managing Editor of the APJIHL, Director of UP Institute of International Legal Studies, and Professor at the University of the Philippines College of Law, discussed the overall strategic direction of the Journal moving forward in the meeting’s third session.
Atty. Deveraturda delivered her final remarks at the conclusion of the meeting.
Members of the APJIHL Board of Experts attended the meeting, including Dr. Monique Cormier (Monash University); Prof. Alberto Costi (Te Herenga Waka-Victoria University of Wellington); Dr. Liu Guofu (Beijing Institute of Technology); Dr. Borhan Uddin Khan (University of Dhaka); Dr. Marnie Lloydd (Te Herenga Waka-Victoria University of Wellington); Judge Raul C. Pangalangan (University of the Philippines); Dr. Papawadee Tanodomdej (Chulalongkorn University); Ms. Kelisiana Thynne (International Committee of the Red Cross); and Prof. Yoo Joonkoo (Korea National Diplomat Academy). Managing Editors Prof. Rommel J. Casis (University of the Philippines) and Ms. Sahar Haroon (International Committee of the Red Cross), Associate Editor Atty. Joan Paula Deveraturda, Assistant Editor Prof. Michael T. Tiu, Jr., and Editorial Assistants Ms. Jasmin Althea Siscar and Mr. Marc Cedric Dela Cruz took part in the meeting. Members of ICRC delegations, Atty. Gab Calleja (ICRC Manila), Ms. Adhiningtyas Djatmiko (ICRC New Delhi), and Dr. George Dvaladze (ICRC New Delhi) were also present.
After the meeting, the members of the Board of Experts served as judges in the 21st Red Cross International Humanitarian Law Moot 2023 Hong Kong.

The APJIHL is a publication of the UP Institute of International Legal Studies and the ICRC. Since 2020, the Journal has produced peer-reviewed scholarly articles, book reviews, and commentary on significant developments and current issues in IHL and related fields with special focus on the Asia-Pacific region.
