Abstract: This article examines Guarantees of Non-Repetition (GNR) as a form of reparation at the Extraordinary Chambers in the Courts of Cambodia (ECCC), the first international criminal tribunal to issue a reparations order and endorse GNR. The ECCC’s GNR measures, while limited, nonetheless marked an important step in expanding reparations in ICL beyond the confines of the duty-right relationship between the accused and victims through cooperation with the State and other actors. Considering its contribution to victims’ right to reparation, the ECCC’s GNR measures should be acknowledged as a distinct form of reparation and an emerging modality in international law.
